The Global Infrastructure Basel Foundation (GIB), acting as the Secretariat of the FAST-Infra Label, has signed a Memorandum of Understanding (MoU) with the Public-Private Partnership Centre of Excellence (PPPCoE) to advance sustainable infrastructure development and strengthen public–private partnership (PPP) capacity.

The collaboration aims to integrate internationally recognised sustainable infrastructure standards into PPP project development processes, enhancing project quality, resilience and long-term value.
Embedding Sustainability into PPP Pipelines

Through this MoU, GIB and PPPCoE will work together to promote the adoption of the FAST-Infra Label across PPP programmes and infrastructure pipelines. The partnership will focus on aligning sustainability frameworks with project preparation and delivery, ensuring that infrastructure assets are designed to meet robust environmental, social, governance and resilience criteria.

As Secretariat of the FAST-Infra Label, GIB plays a central role in operationalising and promoting the label globally. By collaborating with PPPCoE, the Foundation seeks to support governments and project sponsors in embedding sustainability principles early in the project lifecycle, where they have the greatest impact.

Strengthening project preparation and bankability

Quality project preparation is fundamental to mobilising private capital at scale. Under the MoU, the two organisations will explore cooperation in:

Integrating FAST-Infra sustainability requirements into PPP frameworks

  • Supporting upstream project design and structuring
  • Enhancing transparency and disclosure practices
  • Facilitating knowledge exchange and technical collaboration
  • Organising joint workshops, training sessions and capacity-building initiatives

By strengthening the link between sustainability certification and PPP structuring, the partnership aims to improve investor confidence and accelerate the development of bankable, high-quality infrastructure projects.

Building institutional capacity for sustainable infrastructure

Capacity building is a core pillar of the collaboration. Through joint activities, GIB and PPPCoE will support public authorities, project developers and private sector stakeholders in understanding and applying sustainable infrastructure standards within PPP models.
This initiative reflects a shared commitment to ensuring that infrastructure development not only meets financial and economic objectives but also contributes meaningfully to climate resilience, social inclusion and long-term sustainability.

Advancing a shared vision

The MoU underscores the growing recognition that sustainability and PPP excellence must go hand in hand to address global infrastructure gaps. By combining GIB’s expertise with PPPCoE’s leadership in PPP advisory and capacity building, the partnership aims to catalyse infrastructure that is sustainable by design, attractive to investors and impactful for communities.
